You need to write this for the iis server.
<?xml version="1.0" encoding="UTF-8"?>

<configuration>

  <system.webServer>

    <rewrite>

      <rules>

        <rule name="wordpress" stopProcessing="true">

          <match url=".*" />

          <conditions logicalGrouping="MatchAll">

            <add input="{REQUEST_FILENAME}" matchType="IsFile" negate="true" />

            <add input="{REQUEST_FILENAME}" matchType="IsDirectory" negate="true" />

          </conditions>

          <action type="Rewrite" url="index.php" />

        </rule>

      </rules>

In Apache you can write the following way

RewriteEngine On
RewriteCond %{REQUEST_URI} ^system.*
RewriteRule ^(.*)$ /index.php/$1 [L]
RewriteCond %{REQUEST_FILENAME} !-f
RewriteCond %{REQUEST_FILENAME} !-d
RewriteRule ^(.*)$ index.php/$1 [L]

and its working fine.
